These Terms & Conditions outline the policies, expectations, and guidelines for all residents participating in our supportive housing programs. By applying for or entering residency, you agree to comply with the terms below.

1. About Fresh Start Supportive Living LLC

1.1 Fresh Start Supportive Living LLC provides structured, supportive transitional housing for adults navigating major life transitions. Our residents may include individuals returning from incarceration, veterans, individuals experiencing homelessness, those in recovery, and others seeking a safe, stable environment to rebuild their lives.

2. Program Overview

2.1 Purpose

Our program is designed to help residents transition into stable, independent living through structured housing, life skills development, and supportive services.

2.2 Populations Served

Individuals reentering society after incarceration

Veterans

Individuals experiencing homelessness

Individuals in recovery or rehabilitation

Adults facing significant life transitions

2.3 Program Objectives

Provide safe, stable housing

Promote responsibility and accountability

Build life, employment, and coping skills

Support long-term self-sufficiency

Encourage healthy community living

3. Admission Requirements

3.1 Eligibility

Applicants must:

  • Be at least 18 years old

  • Agree to live in a structured, communal environment

  • Follow all house rules and program guidelines

  • Be capable of self-care or connected to appropriate supports

  • Not pose a danger to themselves or others

  • Pass required drug and alcohol screening

3.2 Non-Discrimination

Fresh Start does not discriminate based on race, religion, gender, sexual orientation, disability, veteran status, income source, or background.

3.3 Intake Process

  1. Application submission

  2. Background and needs assessment

  3. Parole/probation contact (when applicable)

  4. Interview

  5. Acceptance decision

  6. Orientation and residency agreement signing (typically within 24 hours of acceptance)

4. House Rules & Community Expectations

4.1 Respectful Conduct

All residents must treat staff and fellow residents with respect. Violence, threats, harassment, or disruptive behavior are strictly prohibited.

4.2 Curfew

Standard curfew is 10:00 PM unless otherwise approved by staff.

4.3 Visitors

Overnight visitors are not permitted

Daytime visitors may be allowed with approval

All visitors must follow house rules

4.4 Cleanliness

Residents are responsible for maintaining:

Personal living spaces

Shared community areas

Assigned chores

4.5 Personal Belongings

Residents are responsible for their own belongings. Fresh Start is not liable for loss or theft. Theft is grounds for immediate discharge.

5. Safety & Security Policies

5.1 Substance Use

Illegal drugs and alcohol are prohibited

Prescription medications must have a valid doctor’s order, be disclosed to staff, and stored properly

Residents are responsible for their own medications

Medications may be stored in locked cabinets when required

Random drug testing may occur

5.2 Weapons

Weapons of any kind are strictly prohibited and result in immediate discharge.

5.3 Emergency Procedures

Fire evacuation routes are posted

Monthly fire drills are conducted

Emergency contacts are available in each room

5.4 Incident Reporting

All incidents must be reported immediately to management. Manager contact information is posted in designated areas of the home.

6. Program Participation Requirements

6.1 Residents may be required to participate in:

Life skills workshops

Case management sessions

Employment or education planning

Mental health or recovery support (when applicable)

 

6.2 Each resident works with staff to develop an individualized success plan.

6.3 Residents must actively seek employment unless otherwise approved.

7. House Operations

7.1 Daily Schedule

Includes quiet hours, chores, meetings, and lights-out times.

7.2 Meals

Meals may be provided or prepared by residents depending on the home.

7.3 Transportation

Support may include bus passes or ride assistance, based on availability.

8. Staff Roles & Responsibilities

8.1 House Manager: Oversees daily operations and enforces house rules

8.2 Program Coordinator: Manages intake, assessments, and service coordination

8.3 Support Staff: Provides mentoring and resident support

9. Residents Rights & Responsibilities

9.1 Resident Rights

Residents have rights to safety, privacy, respect, and due process.

 

9.2 Resident Responsibilities

Residents must follow rules, attend meetings, and work on goals.

10. Disciplinary Procedures

10.1 Violations

Includes violence, drug use, theft, repeated violations.

 

10.2 Consequences

Range from verbal warnings to dismissal.

 

10.3 Grievance Process

Residents may submit written complaints.

10.4 Room And Belongings Inspection Policy

Residents acknowledge that Fresh Start Supportive Living LLC is a structured, supportive housing environment. To ensure the safety of all residents, staff and the property, the program may conduct room inspections under the following conditions:

 

10.5 Routine Health and Safety Checks

  • Conducted on a scheduled basis (weekly, bi-weekly, or monthly).

  • Residents will receive notice of inspection dates unless safety requires otherwise.

10.6 Searches Based on Reasonable Suspicion

A room or personal belongings may be searched only when staff have reasonable cause to believe that a resident possesses:

  • Drugs, alcohol, or illegal substances

  • Weapons

  • Contraband prohibited by house rules

  • tems that pose a safety risk
     

10.7 Emergency or Safety Threat Searches

Staff may enter and search a room without prior notice if

  • There is an immediate danger

  • A medical emergency

  • Threats of violence

  • Strong odor or visible evidence of dangerous activity

10.8 Resident Consent

By signing the resident agreement, individuals voluntarily consent to health/safety inspections and searches described in this policy.

 

10.9 Privacy Protections

  • Staff must conduct searches respectfully

  • Staff should have two team members present

  • Searches are limited to ensuring the safety and rule compliance

  • Staff may not confiscate personal property unless it violates house rules

11. Exit Process

11.1 Successful Completion

Based on securing housing, income, and goal completion.

 

11.2 Involuntary Discharge

Due to safety risks or repeated non-compliance.

 

11.3 Aftercare Support

May include referrals and follow-up.
